1. any internal policy document which provides a threshold definition as to the meaning of serious or systemic corrupt conduct (i.e., a document which details threshold criteria in order for corrupt conduct to be deemed ‘serious’ or ‘systemic’);
2. any internal document which provides a definition of ‘viable hypothesis of corrupt conduct’;
3. any internal guidance manual or policy documents as to how a preliminary investigation is to be conducted by NACC officials (this includes the criteria which is used when making an assessment during a preliminary investigation);
4. any internal templates which are used when writing an assessment report as part of a preliminary investigation; and
5. any governance or procedural documents relating to the National Anti-Corruption Commission Senior Assessment Panel (or NSAP).
