This is the Commission’s monthly update for July, in line with our commitment to transparent communication regarding our key activities.
As at 30 June, we are conducting 24 preliminary investigations and 33 corruption investigations. Four of our cases are currently before the courts, and since our commencement 11 convictions have been secured as a result of investigations we have conducted. Finalised data on our performance for the 2025-26 financial year will be published in our Annual Report, which will be provided to the Attorney-General in mid-October, in line with the PGPA Act, for tabling.
Acting appointments at the NACC
From today, Kylie Kilgour will serve as Acting Commissioner, while Jamie Lowe and Penny Shakespeare commence their roles as Acting Deputy Commissioners at the NACC.
Ms Kilgour has been a Deputy Commissioner since February 2024. Prior to this she was a Deputy Commissioner at the Victorian Independent Broad-based Anti-Corruption Commission from 2021 to 2024, CEO of the Royal Commission into the Management of Police Informants and senior executive in the Victorian Department of Justice and Community Safety.
Ms Lowe and Ms Shakespeare both bring senior public sector leadership experience to the acting roles. Ms Lowe has most recently been the Merit Protection Commissioner, and Ms Shakespeare the Deputy Secretary for Health Resourcing with the Department of Health, Disability and Ageing.
The appointments, announced by the Attorney-General in June, provide continuity in our leadership and operations while the open, merit-based recruitment process for the substantive Commissioner and Deputy Commissioner roles is underway.

Three years of the NACC
We have recently marked the 3-year anniversary of our commencement on 1 July 2023.
In that time, we have made substantial progress in enhancing integrity in the Commonwealth public sector, be it through our extensive corruption prevention and education function – which has delivered more than 400 engagements and 38 publications and resources – or the 8 investigation reports we have published about serious corrupt conduct in law enforcement agencies, nepotism in recruitment and dishonesty in senior executive decision-making.
In the first 3 years we have also completed the assessment of a large volume of referrals, and finalised 60 preliminary and 40 corruption investigations. We have publicly reported on each of the investigations that have resulted in a finding of corrupt conduct.
Update on the Commonwealth Integrity Survey
We are again conducting the Commonwealth Integrity Survey of all Commonwealth public sector employees, to run from 17 August to 25 September 2026.
The survey is an opportunity for public sector employees to provide anonymous feedback on corruption risks, vulnerabilities and the integrity maturity in the Commonwealth public sector.
The inaugural survey in 2024 helped inform our strategic corruption priorities and corruption prevention and education work across the Commonwealth public sector. This survey is a further chance to help the NACC and agencies focus their detection and prevention efforts where they are needed most.

Submission to PJC-NACC inquiry
Our submission to the Parliamentary Joint Committee on the National Anti-Corruption’s (PJC-NACC) inquiry into our performance of some of our functions has been published by the Committee.
The submission details our achievements in our first 3 years, the work we have underway to develop and enhance our performance of some of our functions, and some of the challenges we have faced.

Standard registration for APSACC closing soon
There are just days left to register for a standard package for the Australian Public Sector Anti-Corruption Conference (APSACC), to be hosted by the NACC in Canberra from 7-9 September 2026.
